In the panel console or in play (op):

whitelist on
whitelist add Steve
whitelist add Alex
whitelist reload

File
The file whitelist.json is in the root folder of the server (accessible via the panel file manager).
Precise Nickname
Use the official Java nick (cass-sensitive for some versions).
Disable
whitelist off for a public server, pay attention to the grievance.
